Matthew is a seasoned Project Implementation Expert with over 10 years’ experience in Monitoring and Evaluation. He works with the Budget Monitoring and Accountability Unit (BMAU) of the Ministry of Finance, Planning and Economic Development as Senior Technical Monitoring Officer. In 2020, he was elected President of Uganda Evaluation Association (UEA).
He has led evaluation teams and in 2017, he concluded an impact evaluation study for the One Village One Product (OVOP) project in the Ministry of Trade, Industry and Cooperatives as Team Leader. He is knowledgeable about Gender and Equity (G&E) budgeting and has participated in the analysis of G&E compliance for ICT, Trade, Tourism, Science, Technology and Innovations, Education, Water, Agriculture and Works and Transport sectors.
He is a graduate of Carleton University, Canada (International Program for Development Evaluation Training) United States Telecommunications Training Institute (Diploma in eGovernment for Development:, Washington DC); Vrije Universitiet Brussels; Post graduate Certificate in Scientific and Technological Information Management (STIMULATE 6) and Makerere University: Master of Science in Computer Science-Management Information Systems.
Matthew has carried out assignments to evaluate the Rural Financial Services Programme, Effectiveness of the Integrated Financial Management System (IFMS), Effects of withholding Tax on National Agriculture Advisory Services (NAADS) and routinely carries out research studies. Previously, Matthew worked with the Ministry of Education and Sports, at the National Commission for UNESCO, Ministry of Foreign Affairs and Ministry of ICT.
