Community Score Card
The National Evaluation Talk with a title "Using Community Score Cards to Evaluate Youth Sexual Reproductive Health Services in Government Health Facilities" was presented by Richard Ale S., Team Leader-PACRE. Community scorecards are employed in evaluating service delivery in a number of sectors including youth sexual reproductive health and reproductive rights in government sectors. Brief Profile of the Presenter
Richard Ale Sunday is a Monitoring, Evaluation, Research and Learning Specialist and a Consultant with over 10 years of experience in the design of monitoring, evaluation and learning systems. He has worked under DFID, USAID, MasterCard Foundation, UNICEF, Big Lottery Fund and Dutch Ministry of Internal Affairs funded projects in Eastern, Central and West Africa. He is the founder and Team Leader at the Pan-African Center for Research and Evaluation (PACRE -http// PACRE is a firm offering both social enterprise and consultancy services in the area of research and evaluation. Specifically, PACRE offers consultancy services in the design and execution of baselines, midline and end-lines, research and needs assessment. PACRE also runs a monitoring and evaluation lab where young people without experience in M & E are practically trained in an M & E Academy. PACRE runs two modules; first-monitoring and reporting and secondly, the evaluation design and implementation module. PACRE also offer training services in qualitative and qualitative data analysis including the use of mobile data capture.

Richard has served in a number of International and National Development organisations including Restless Development Uganda, Forum for Women in Democracy, Children and Wives of Disabled Soldiers, WellShare International, KCF and British American Tobacco. Richard has extensive experience in the use of community scorecards to evaluate youth sexual reproductive health and rights services in government health centres. He has equally used the methodology to evaluate family planning services in government health in the Northern, Central and Eastern Uganda. Richard has led the design and executed several cross-border evaluations and needs assessment for livelihood programmes in Uganda, Kenya, Tanzania, Rwanda, Zambia, Malawi and Ghana.

Richard has facilitated several MEL-focused international pieces of training in South Africa, Kenya, Tanzania, Rwanda, Ghana and Malawi targeting youth-led organisations from Africa, Asia and South America focused on Monitoring and Evaluation. He is currently working as a MERL Specialist with Restless Development Uganda. He has also designed and implemented programmes in the HIV/AIDS response, transparency, governance and accountability and youth livelihood, youth leadership, youth governance and accountability and youth sexual reproductive health and rights sector plus gender equity and equality. He is a youth mentor and a Board Member at Habi John Foundation.
Richard is a Common Wealth Scholar with an MSc. in Development Management from the Open University-UK; He holds a Post Graduate Diploma in M & E from UMI and a Bachelor of Development Studies from MUK. He has attended tens of pieces of training in organisational learning and use of technology in M& E.
